释义	法律客观：《消费者权益保护法》规定，消费者为生活消费需要购买、使用商品或者接受服务，其权益受本法保护。因此，非此对象的消费投诉不属消协的受理范围。不是所有消费纠纷都可以投诉。但《消法》第五十四条规定，“农民购买、使用直接用于农业生产的生产资料，参照本法执行”。这就是说，除了消费者为生活消费需要购买、使用商品或者接受服务，其权益受《消法》保护以外，农民购买、使用直接用于农业生产的生产资料也受《消法》保护，消协对此类投诉也应受理。
