释义	法律分析：管辖分为立案管辖和审判管辖两大类。审判管辖又分为：普通人民法院的审判管辖和专门人民法院的审判管辖。立案管辖解决的是公安机关、人民检察院和人民法院在直接受理刑事案件上的分工问题;审判管辖解决的是人民法院系统内部各级人民法院、普通人民法院与专门人民法院以及专门人民法院在审判一审刑事案件上的分工问题。法律依据：《中华人民共和国刑事诉讼法》第十八条第一款刑事案件的侦查均由公安机关进行，法律另有规定的除外。也就是说，除法律另有规定的，其他刑事案件应当一律由公安机关立案侦查。
