释义	法律分析：关于债权债务的转让规定，原则之一是自愿原则，当事人可以自由决定如何签约，也可以自由决定将合同中的债权或债务或债权与债务转让给第三人，目的就是最好地实现合同宗旨。债权人转让权利的，应当通知债务人。未经通知，该转让对债务人不发生效力。法律依据：《中华人民共和国民法典》第六百九十六条债权人转让全部或者部分债权，未通知保证人的，该转让对保证人不发生效力。保证人与债权人约定禁止债权转让，债权人未经保证人书面同意转让债权的，保证人对受让人不再承担保证责任。
