成品油在哪个环节征收消费税

成品油消费税在生产环节和进口环节征收。
目前的征收方式从炼油厂即生产端征收,由国税向当地的炼油厂直接征收,有的地方还采取预征收的方式。
消费税，是以特定消费品为课税对象所征收的一种税,属于流转税的范畴。在对货物普遍征收增值税的基础上，选择部分消费品再征收一道消费税，目的是为了调节产品结构，引导消费方向，保证国家财政收入。
成品油消费税是指：消费者在消费汽油、柴油、石脑油、溶剂油、航空煤油、润滑油、燃料油等七种成品油时交纳的消费税。
