释义	法律分析：听证程序是指行政机关在作出有关行政决定之前，听取行政相对人的陈述、申辩、质证的程序，行政机关在作出一项行政决定之前，应当给予行政相对人参与并发表意见的机会；或者在行政机关的决定对行政相对人有不利影响时，必须听取行政相对人的意见，不能片面认定事实，剥夺对方辩护的权利。法律依据：《行政许可法》第四十六条，法律、法规、规章规定实施行政许可应当听证的事项，或者行政机关认为需要听证的其他涉及公共利益的重大行政许可事项，行政机关应当向社会公告，并举行听证。
