释义	法律分析: 村委是可以作为集体土地所有权的主体的。但是，这个“主体”只能体现在对集体土地开发及合理应用的牵头人。假如村委要征用该集体土地，是要经过村民集体签字同意后才可以使用的。不然，这就不叫集体土地了，而是村委的私人土地了。法律依据: 《中华人民共和国土地管理法》第八条城市市区的土地属于国家所有。农村和城市郊区的土地，除由法律规定属于国家所有的以外，属于农民集体所有；宅基地和自留地、自留山，属于农民集体所有。
