释义	法律分析: 债权转让没有通知债务人转让协议有效，但该转让协议对债务人不发生效力。根据法律规定，债权人与受让人达成合意签订转让合同后，如无特殊约定，合同即成立并生效，对债权人与受让人均具有法律约束力。但债权人转让权利后未通知债务人的，债务人在不知情的情况下，依然可以依据原有的合同向债权人履行义务。《中华人民共和国民法典》第五百四十六条债权人转让债权，未通知债务人的，该转让对债务人不发生效力。债权转让的通知不得撤销，但是经受让人同意的除外。
