释义	法律分析：不可以。受教育是未成年人的权利，对于成绩差、品行不好的学生，学校和老师应当给予帮助，不能歧视，更不能任意给予纪律处分，甚至勒令退学或开除学籍。对有违纪行为的学生，学校应当给予说服、教育和帮助；确须给予处分的，学校应当先向未成年学生及其监护人说明理由并听取意见，按照公平、公正的原则作出处分决定。对学校给予的处分不服的，学生或其父母可以向主管的教育行政部门提出申诉，由他们进行处理。参考法条：《中华人民共和国未成年人保护法》第十四、四十六条《北京市未成年人保护条例》第二十九条
