释义	1、建筑物在合理使用寿命内，必须确保地基基础工程和主体结构的质量。建筑工程竣工时，屋顶、墙面不得留有渗漏、开裂等质量缺陷;对已发现的质量缺陷，建筑施工企业应当修复。2、交付竣工验收的建筑工程，必须符合规定的建筑工程质量标准，有完整的工程技术经济资料和经签署的工程保修书，并具备国家规定的其他竣工条件。建筑工程竣工经验收合格后，方可交付使用;未经验收或者验收不合格的，不得交付使用。法律依据《建筑法》第六十条、第六十一条
