地方政府可以成立公司吗？具体有些什么规定？？地方政府不可以直接成立公司，从事生产经营活动，因为地方政府主要是管理社会事务的职能，不具备这项职能。地方政府具有法人资格，但不能成为股东，因为做股东是投资、经营，政府没有投资与经营的职能，政府是行使管理职能，政府机构的职能很明确。地方政府若要投资，是以国资公司的名义进行，或是其他国有投资公司进行。国资公司经营管理国有资产。还有不懂的吗？
