释义	法律分析：应当向海关备案法律依据：《中华人民共和国海关对报关单位注册登记管理规定》第四十九条报关单位向海关递交的纸质进出口货物报关单必须加盖本单位的报关专用章。报关专用章启用前应当向海关备案。报关专用章应当按照海关总署统一规定的要求刻制。报关企业的报关专用章仅限在其标明的口岸地或者海关监管业务集中地使用，每一口岸地或者海关监管业务集中地报关专用章应当只有1枚。进出口货物收发货人的报关专用章可以在全国各口岸地或者海关监管业务集中地通用，有多枚报关专用章的，应当按照次序注明编号。
