释义	法律分析：不是很安全，租别人的公租房不违法，但涉嫌违规。承租人有下列行为之一的，应当退回公共租赁住房：（一）转借、转租或者擅自调换所承租公共租赁住房的；（二）改变所承租公共租赁住房用途的；（三）破坏或者擅自装修所承租公共租赁住房，拒不恢复原状的。法律依据：《中华人民共和民法典》第三百六十九条居住权不得转让、继承。设立居住权的住宅不得出租，但是当事人另有约定的除外。
