释义	法律分析：现在国家民航局统一规定，自1月24日0时起退提前预订的机票免收退票费。法律依据：《中国民用航空旅客、行李国内运输规则》第二十一条由于承运人或旅客原因，旅客不能在客票有效期内完成部分或全部航程，可以在客票有效期内要求退票。旅客要求退票，应凭客票或客票未使用部分的“乘机联”和“旅客联”办理。退票只限在出票地、航班始发地、终止旅行地的承运人或其销售代理人售票处办理。票款只能退给客票上列明的旅客本人或客票的付款人。
