释义	不合法。 1、只要劳动者是正常提出辞职并离职的，用人单位就不可以扣押员工工资，在离职当天就应当结清所有的劳动报酬； 2、如果单位不是在离职当天结清所有的劳动报酬，劳动者可以到劳动监察部门投诉；法律依据：《工资支付暂行规定》第九条劳动关系双方依法解除或终止劳动合同时，用人单位应在解除或终止劳动合同时一次付清劳动者工资。
