释义	比如10万元的诉讼请求标的额,起诉时如果按照普通程序,应当交纳2300元的诉讼费用,在撤诉情况下,法院会退还一半的诉讼费用,即退还1150元。如果在立案时,法院是按照简易程序收取诉讼费用,即收取1150元的诉讼费用,在原告撤诉时,法院就不会退还诉讼费用了。法律依据：《诉讼费用交纳办法》第十五条以调解方式结案或者当事人申请撤诉的，减半交纳案件受理费。第十六条适用简易程序审理的案件减半交纳案件受理费。
