释义	法律分析: 没有法律效力。政府通告，是国家权力机关、行政机关向国内外宣布重要事项或者法定事项的知照性公文。法律依据: 《最高人民法院关于适用〈中华人民共和国民事诉讼法〉的解释》第一百三十八条公告送达可以在法院的公告栏和受送达人住所地张贴公告，也可以在报纸、信息网络等媒体上刊登公告，发出公告日期以最后张贴或者刊登的日期为准。对公告送达方式有特殊要求的，应当按要求的方式进行。公告期满，即视为送达。
