释义	发票已跨月禁止作废可以开红字发票冲销。申请开具红字发票，是需要购买方先在开票系统里开具红字增值税专用发票信息表开好，上传国税局服务器；等出现信息表编号后，然后销售方根据这个信息表编号再来开具红字发票。《发票管理办法》第二十九条开具发票的单位和个人应当按照税务机关的规定存放和保管发票，不得擅自损毁。已经开具的发票存根联和发票登记簿，应当保存5年。保存期满，报经税务机关查验后销毁。第二十八条开具发票的单位和个人应当在办理变更或者注销税务登记的同时，办理发票和发票领购簿的变更、缴销手续。
