二、东营市单位职工医疗保险增员申报办理条件
1.受理条件：单位职工参保登记：单位存在有劳动的关系的员工。
2.灵活就业人员参保登记：凡以个人方式参保的人员统称灵活就业人员。其他人员应以个人方式参加职工医保。已经行政主管部门批准退休的人员，或男性年满60周岁、女性年满55周岁的人员，以个人方式参加职工医保的，放开对灵活就业人员参加医疗保险的户籍限制。

6.外国人就业证件及居留证件，或外国人永久居留证。
