释义	特殊情形，如单亲或采取辅助生殖技术等出生的婴儿(例如试拦枯管婴儿)，如父亲信息不能完整提供，由母亲写出书面情况说明并签字，新生儿出生所在的医疗保健机构对有关资料进行审查，确认材料齐全，情况属实的，可以签发《出生医学证明》。法律依据:《中华人民共和国母婴保健法》第二灶握十三条医疗保健机构和从事家庭接生的人员按照国务院卫生行政部门的规定，出具统一隐衡庆制发的新生儿出生医学证明；有产妇和婴儿死亡以及新生儿出生缺陷情况的，应当向卫生行政部门报告。
