释义	法律分析：不一定的。领取营业执照后，记账报税是必不可少的。不管是否盈利，是否经营，都必须要报税。但是缴税就未必，比如，没有经营的，没有盈利的企业，可以申请零报税，零报税就相当不用缴税。法律依据：《中华人民共和国合伙企业登记管理办法》第二十六条未经企业登记机关依法核准登记并领取营业执照，以合伙企业名义从事经营活动的，由企业登记机关责令停止经营活动，可以处以5000元以下罚款。如以合伙企业名义从事经营活动的，则适用本条例。
