法律分析：
所谓小金库，就是指侵占、截留国家和单位收入，未列入财务会计部门账内或未纳入预算管理，私存私放的各项资金。虽然名为“小金库”，其容量却往往大得惊人——此次披露的数据即为明证。
小金库的一个显著特征是化大公为小公、化小公为私分。公款一旦进入暗中操作的黑箱，沦为“私房钱”几乎成为必然，不仅这种行为本身就是一种不折不扣的腐败，而且往往容易滋生更大的腐败。财政性资金的体制外运行，客观上为公款送礼、行贿等行为提供了一条重要的资金渠道，而一些单位请客送礼、乱发钱物、收送红包、公款行贿等行为之所以屡禁不止，一个重要原因就在于游离于监督之外的资金源源不断地涌入部门小金库。

第七条 各级人民政府应当积极推进政府信息公开工作，逐步增加政府信息公开的内容。
第八条 各级人民政府应当加强政府信息资源的规范化、标准化、信息化管理，加强互联网政府信息公开平台建设，推进政府信息公开平台与政务服务平台融合，提高政府信息公开在线办理水平。
第九条 公民、法人和其他组织有权对行政机关的政府信息公开工作进行监督，并提出批评和建议。
