释义	法律分析：国家规定的工程质量验收，建设单位在提交验收申请28日内组织设计、勘察、监理、施工、监察单位进行验收，验收后14天内出具竣工验收报告，验收合格为竣工，验收不合格，责令施工单位整改，再次重复验收程序。法律依据：《中华人民共和国建筑法》第六十一条交付竣工验收的建筑工程，必须符合规定的建筑工程质量标准，有完整的工程技术经济资料和经签署的工程保修书，并具备国家规定的其他竣工条件。建筑工程竣工经验收合格后，方可交付使用；未经验收或者验收不合格的，不得交付使用。
