释义	法律主观：根据财政部国家税务总局《关于全面推开营业税改征增值税试点的通知》财税〔2016〕36号第二十一条一般计税方法的应纳税额，是指当期销项税额抵扣当期进项税额后的余额。应纳税额计算公式：应纳税额=当期销项税额－当期进项税额当期销项税额小于当期进项税额不足抵扣时，其不足部分可以结转下期继续抵扣。因此，对于留抵税额的抵扣并无时间上的限制，报表上体现应交税费为负数，不能计入成本费用。
