法律分析:
分公司作为总公司的一个分支机构，是不具有独立的法人资格，因此也不能独立为员工缴纳社会保险，但是可以用以下两种方式解决：
1、将社保费发给员工，由员工自己购买社保；
2、在总公司的注册地为员工缴纳社保。
法律依据:
《中华人民共和国公司法》 第十四条 公司可以设立分公司。设立分公司，应当向公司登记机关申请登记，领取营业执照。分公司不具有法人资格，其民事责任由公司承担。 公司可以设立子公司，子公司具有法人资格，依法独立承担民事责任。
