释义	法律分析：棚改简单来说就是政府对某个区域集中进行改造，我国在发展的道路中曾经建造了大量的棚户区，而经过几十年风雨的洗礼，已不能居住了，不遮雨、不挡风、不抗冻，在寒冷的冬天甚至要穿上棉衣、戴上棉帽才能入睡，所以政府要对其进行改造。法律依据：《城市危险房屋管理规定》第二条本规定适用于城市（指直辖市、市、建制镇，下同）内各种所有制的房屋。本规定所称危险房屋，系指结构已严重损坏或承重构件已属危险构件，随时有可能丧失结构稳定和承载能力，不能保证居住和使用安全的房屋。
