释义	法律分析: 《民法典》所规定的债权三种例外情形不能转让，如根据债权性质不得转让、根据当事人约定不得转让、依照法律约定不得转让。债权能进行转让，债权人转让权利，不需要经债务人同意，但应当通知债务人。债权人转让权利的，受让人同时取得与主债权有关的从权利，但该从权利专属于债权人自身的除外。法律依据:《《中华人民共和国民法典》》第五百四十六条【债权转让通知】债权人转让债权，未通知债务人的，该转让对债务人不发生效力。债权转让的通知不得撤销，但是经受让人同意的除外。
