释义	法律分析：在区、镇人大换届选举中，公民依法行使选举权和被选举权，必须要到选举区、镇人大代表的某一选区进行选民登记确认。鉴于人们户籍地、居住地或者生产生活地可能不一致，为保证每一位选民一次选举有且只有一个投票权，法律规定每一选民只能在一个选区进行登记。法律依据：《中华人民共和国宪法》第二条中华人民共和国的一切权力属于人民。人民行使国家权力的机关是全国人民代表大会和地方各级人民代表大会。人民依照法律规定，通过各种途径和形式，管理国家事务，管理经济和文化事业，管理社会事务。
