释义	法律分析：所谓“主席令”，是指国家元首行使职权、履行特定法律程序或确认某些政府行为而签署发布的、主权国家对内对外宣示国家政策的命令。凡经主席令确认的政府行为即具有国家行为的性质和效力。法律依据：《中华人民共和国主席令》中华人民共和国主席根据全国人民代表大会及其常务委员会的决定签署的，具有次于宪法效力的命令。全国人大及常委会的决定和通过的法律在形式上需要国家主席的签署才能生效，但国家主席没有否决最高国家权力机关的权力，必须签署通过。
