释义	国家安全准则就是指维护国家所有公共的安全,最基本的准则。准则是依道德之理所遵循的标准原则或是行为准则,顺应道德的准则是善,违逆道德的准则是恶,道德本身并无矛盾,而执行者在依道德之理执行准则时会产生冲突,详见准则矛盾。国家安全是指国家政权、主权、统一和领土完整、人民福祉、经济社会可持续安全状态的能力。法律依据：《中华人民共和国国家安全法》第四十八条国家根据维护国家安全工作需要，建立跨部门会商工作机制，就维护国家安全工作的重大事项进行会商研判，提出意见和建议。
