法律分析：
伤残军人参加本市城镇职工基本医疗保险，享受基本医疗保险、大额医疗互助、全市统一的残疾军人医疗补助和单位补充医疗保险待遇后，符合北京市城镇职工基本医疗保险药品、诊疗、服务设施目录报销范围，基本医疗保险基金起付标准以下、个人自付(不含自费)及个人缴纳的大额医疗费用互助金，全额给予补助。
法律依据：
《中华人民共和国城镇职工基本医疗保险条例》
第二十九条 严重疾病住院治疗的医疗费，按下列办法支付：
（一）起付标准原则上控制在市、县、自治县从业人员上年度年社会平均工资的9％—11％。
（二）最高支付限额原则上控制在市、县、自治县从业人员上年度年社会平均工资的3—5倍。
（三）起付标准以上、最高支付限额以下的医疗费，主要由统筹基金支付，个人负担一定比例。
对退休人员负担医疗费的比例，给予适当照顾。 严重疾病的范围，起付标准、最高支付限额的具体标准，起付标准以上、最高支付限额以下医疗费的分担比例，由省人民政府确定。 第三十条 起付标准以下、最高支付限额以上的医疗费用，统筹基金不予支付。
第三十一条 基本医疗保险基金支付部分费用的诊疗项目和乙类目录的药品，其个人自付比例，由省人民政府确定。
