释义	法律分析：(一)签订协议。债权人与受让人协商一致后，应当形成债权转让协议。 (二)通知债务人。根据合同法规定，债权人转让权利的，应当通知债务人，未经通知，该转让对债务不发生效力。 (三)办理批准、登记等手续法律依据：《中华人民共和国民法典》第五百四十六条债权人转让债权，未通知债务人的，该转让对债务人不发生效力。债权转让的通知不得撤销，但是经受让人同意的除外。这一条明确了我国在债权让与对债务人生效的问题上采用的是通知原则，债权人转让权利的，只需通知债务人，即对债务人发生效力。
