释义	关于网购平台、电视购物频道、电话销售渠道和邮购渠道销售的商品的无理由退货问题，于2014年3月15日实施的新修订的《消费者权益保护法》中明确规章，消费者在收到商品后7日内，有权退货，且无需说明理由。但无理由退货的商品亦有边界，消费者定做的商品、鲜活易腐商品、消费者拆封的音像制品、计算机软件、交付的报纸、期刊等商品不再无条件退货之列。为防止无条件退货权利的滥用，本次修正案增设规章，除非消费者和经营者另有约定，无理由退回商品的运费由消费者承担，同时在线下载的数字商品不适用无条件退货。
