可以。1、先通过特别程序向当地法院请求确认你的老公为无民事或者限制民事行为能力人；
2、由你老公的法定代理人参加诉讼，你对你的老公提起离婚诉讼
注意，对一方婚前隐瞒了精神病，婚后久治不愈，或者婚前明知对方患有精神病而与其结婚，或者一方在夫妻共同生活期间患有精神病且久治不愈的，在安排好患者的生活、医疗、监护的问题后可准予离婚。

《中华人民共和国民法典》 第一千零七十九条 夫妻一方要求离婚的，可以由有关组织进行调解或者直接向人民法院提起离婚诉讼
