释义	进藏需要办理边境通行证。一般情况下，《边境通行证》的有效期是3个月，常住人员证件有效期最长可到一年，可多次往返使用。【本文关联的相关法律依据】《中华人民共和国边境管理区通行证管理办法》第十五条《边境通行证》由县级以上公安机关签发。边远地区和人员进出边境管理区较多的地区，经省、自治区、直辖市公安厅、局批准，由指定的公安派出所签发。第十九条《边境通行证》的有效期不得超过三个月，可多次往返使用；对常住或者经常入出边境管理区的人员，其证件有效期最长可到一年。
