释义	监外执行是指被判处有期徒刑或者拘役的罪犯，由于出现了法律规定的情况，不适宜在监狱执行刑罚而采取的变更执行方法。一般是两种情况： 1、人民法院判决时发现罪犯患有严重疾病，不适宜在监狱或其他劳动改造场所内执行刑罚，直接决定保外就医; 2、罪犯在劳动改造场所服刑期间，患有严重疾病、短期内有生命危险，或者患严重慢性疾病、在劳动改造场所长期治疗无效，经劳动改造机关批准，可以保外就医。
