释义	法律分析：民事案件的原告或者上诉人申请撤诉，人民法院裁定准许的，减半交纳案件受理费，案件受理费由原告或者上诉人负担。依照《诉讼费用交纳办法》规定应当交纳案件受理费的再审案件，诉讼费用由申请再审的当事人负担；双方当事人都申请再审的，诉讼费用依照《交纳办法》第29条的规定负担。《诉讼费用交纳办法》第十五条以调解方式结案或者当事人申请撤诉的，减半交纳案件受理费。《诉讼费用交纳办法》第三十四条民事案件的原告或者上诉人申请撤诉，人民法院裁定准许的，案件受理费由原告或者上诉人负担。
