释义	法律主观：需要了解不立案的原因再做判断，二审法院对管辖权异议案件应采取速裁方式审理。经审查认为上诉人提起上诉的理由明显不成立的，应在立案后三个工作日内做出驳回上诉裁定;对上诉人的上诉理由有不同意见的，也应在立案后十五个工作日内做出裁定。人民法院对管辖权异议的上诉案件，应当在立案之日起三十日内作出终审裁定;因为一审法院对当事人提出的管辖权异议认为异议不成立的，是用裁定的方式驳回，根据《民事诉讼法》第一百七十六条的规定，应当在三十日内作出终审裁定。
