释义	不可以。一般情况下，被诈骗后受害人不能起诉银行。诈骗罪属于刑事犯罪，是公诉，不能自诉的。遭遇诈骗时应及时收集能证明诈骗人虚构事实，或者隐瞒事实的证据，物证，书面证据以及金额，尝试报警解决。公安机关会根据具体情况决定是否立案侦查。如果决定立案，那么就会向相关的人调取证据。公安局立案侦查后,移送检察院,再由检察院公诉到法院审判。在侦查的过程中，被害人提供的证据越具体详尽，立案、破案成功率越大。
