一、资格证没有注册能跑出租车吗
1、资格证没有注册不能跑出租车。出租车资格证没有去注册上岗证，会被注销资格证，并处200元以上2000元以下的罚款。构成犯罪的，依法追究刑事责任。
2、法律依据：《出租汽车驾驶员从业资格管理规定》第四十二条
出租汽车驾驶员违反第十六条、第四十条规定的，由县级以上出租汽车行政主管部门责令改正，并处200元以上500元以下的罚款。
第四十四条违反本规定，有下列行为之一的出租汽车经营者，由县级以上出租汽车行政主管部门责令改正，并处1000元以上3000元以下的罚款：
（一）聘用未按规定办理注册手续的人员，驾驶出租汽车从事经营活动的；
（二）不按照规定组织实施继续教育的。
二、出租车驾驶员的条件是什么
1、持有C类以上，含C类的机动车驾驶证，驾龄2年以上，年龄不超过60周岁。
2、3年内无重大以上交通责任事故；经出租车职业培训考试合格，并掌握相关道路运输法规、当地风土人文情况、机动车维修和旅客急救等基本知识。
3、出租汽车司机不但要具备娴熟的职业技能，还要具有良好的服务质量。十分注重文明礼貌，着装整洁、仪表端正、举止文明、语言规范，并能处处为乘客着想。
