释义	法律分析: 农村土地被国家征用后，处青苗费归个人所得,土地的赔偿归集体所有，个人承包尚未到期，可以要求赔偿每年的损失，其余由村里统一安排。法律依据: 《农民承担费用和劳务管理条例》第十三条农民负担的村（包括村民小组）提留、乡统筹全部加起来最多不能超过上年人均纯收入的5％，其中村提留应占到一半以上。人均纯收入数据以村为单位计算，不得浮夸。超过5％的限额，农民有权拒交。农村税费改革试点地区取消乡统筹、村提留。
