释义	若是因为自然灾害导致的坍塌，宅基地的使用权尚在原房主手中，可以申请原地重建，并根据手续建造获得新证。若是因为超过两年空置、年代久远失修导致的坍塌，那宅基地的使用权就会被村子收回，此时就是宅基地是无效的。法律依据：《确定土地所有权和使用权的若干规定》第二十九条因原房屋拆除、改建或自然坍塌等原因，已经变更了实际土地使用者的，经依法审核批准，可将土地使用权确定给实际土地使用者；空地及房屋坍塌或拆除后两年以上仍未恢复使用的土地，由当地县级以上人民政府收回土地使用权。
