需要。公司疫情期间不发工资的话那么劳动者是可以直接向劳动部门进行举报，对于在此期间员工是可以享受到所有的待遇，如果举报没有成功的话，那么就可以直接向劳动部门申请劳动仲裁。
法律依据:
《中华人民共和国传染病防治法》 第四十一条 对已经发生甲类传染病病例的场所或者该场所内的特定区域的人员，所在地的县级以上地方人民政府可以实施隔离措施，在隔离期间，所在单位不得停止支付其隔离期间的工作报酬。
