释义	作为业主，以任何理由拒交物业费都是不对的，业主如对物业公司的管理或服务不满意，可小区所在地物业管理办公室投诉，相关部门将会对被投诉的物业公司进行调查。作为物业公司，业主不交物业费，物业公司可采取法律手段或其他方法收取物业费，不可以不给电梯梯控卡。所以，如果业主不交费，物业公司是可以根据物业服务合同起诉业主的。《物业管理条例》第六十四条违反物业服务合同约定，业主逾期不交纳物业服务费用的，业主委员会应当督促其限期交纳;逾期仍不交纳的，物业服务企业可以向人民法院起诉。
