释义	法律分析：中级人民法院暂时不能选任人民陪审员，因为人民陪审员只能参加一审诉讼案件，而中级法院的一审诉讼案件较少，且均为重大疑难的，故最高法院规定，人民陪审员目前只有基层法院才能选任。法律依据：《中华人民共和国民事诉讼法》第三十九条人民法院审理第一审民事案件，由审判员、陪审员共同组成合议庭或者由审判员组成合议庭。合议庭的成员人数，必须是单数。第四十条人民法院审理第二审民事案件，由审判员组成合议庭。合议庭的成员人数，必须是单数。
