释义	法律主观：赤字的出现有两种情况，一、是有意安排，被称为“赤字财政”或“赤字预算”，它属于财政政策的一种。二、是预算并没有设计赤字，但执行到最后却出现了赤字，也就是“财政赤字”或“预算赤字”。财政赤字产生的原因，一、是为刺激经济发展，国家实施积极财政政策，而降低税收税率或增加政府支出，或发行国债。二、是政府管理不当，引起大量的逃税或过分浪费。三是经济遇到非常情况，收入不能按预期完成，而支出刚性难以压缩，造成支大于收。
