释义	法律分析：可以，不是一回事。定居是指中国公民已取得住在国长期或者永久居留权。中国公民虽未取得住在国长期或者永久居留权，但已取得住在国连续5年(含5年)以上合法居留资格，并在国外居住，视同定居。法律依据：《中华人民共和国出境入境管理法》第十三条定居国外的中国公民要求回国定居的，应当在入境前向中华人民共和国驻外使馆、领馆或者外交部委托的其他驻外机构提出申请，也可以由本人或者经由国内亲属向拟定居地的县级以上地方人民政府侨务部门提出申请。
