释义	债务转移后，债权人还能起诉原债务人。如果债务人并没有退出债权债务关系（例如：债务加入），则债务人仍需承担债务（与新债务人共同承担债务）。债权人可以向债务人主张债权。如果债务人转让全部债务且已生效，债务人事实上已经退出了债权债务关系，无需承担债务。债务应由新债务人承担。法律依据《民法典》第五百四十七条、第五百五十三条
