释义	法律分析：实施家庭暴力或虐待家庭成员，受害人有权提出请求，居民委员会、村民委员会以及所在单位应予以劝阻、调解。实施家庭暴力或虐待家庭成员，受害人提出请求的，公安机关应当依照治安管理处罚的法律规定予以行政处罚。法律依据：《中华人民共和国刑法》第二百六十条虐待家庭成员，情节恶劣的，处二年以下有期徒刑、拘役或者管制。犯前款罪，致被害人重伤、死亡的，处二年以上七年以下有期徒刑。
