释义	行政合同也叫行政协议，指行政机关为达到维护与增进公共利益，实现行政管理目标之目的，与相对人之间经过协商一致达成的协议。订立行政合同的一方为行政机关，另一方为行政相对人，即公民、法人或者其他组织。【本文关联的相关法律依据】《最高人民法院关于审理行政协议案件若干问题的规定》第一条行政机关为了实现行政管理或者公共服务目标，与公民、法人或者其他组织协商订立的具有行政法上权利义务内容的协议，属于行政诉讼法第十二条第一款第十一项规定的行政协议。
