释义	根据《守合同重信用企业申报指南》，凡申请参加“守合同重信用”活动的企业，均应符合以下基本条件：（一）在广东省境内经工商行政管理机关登记注册，并从事经营活动两年以上的企业；（二）企业有专门的合同管理机构、人员和管理制度；（三）企业对外经济往来，除即时清结者外，都应签订书面合同。合同履约率达100％（不可抗力、对方违约及依法变更、解除等情形除外）；（四）无违法违规行为记录；（五）无经营性亏损；（六）无其他不良信用记录。
